After quest number 9 Sarah tells you that the brothel needs new girls or the men in town will start some kind of riot. Enter the inn and talk to Emma and Julia,
afterwards you’ll meet them in the pub and then the brothel, this quest is very straightforward with no decisions with greater importance.
